Registration of Service Providers

Background
The Government of Lesotho has requested the World Bank [IDA] to finance a Private Sector Competitiveness (PSC) Project. The key objective of the project is to facilitate increased participation of the private sector in the economy by creating conditions for improving its productivity and competitiveness. This goal will be achieved by improving the business environment and reducing the costs of doing business; strengthening the linkages and integration of the Lesotho economy with the regional economy, especially with South Africa; strengthening support for technical and business management skills thereby improving productivity at the firm level, and improving access to finance for MSMEs.

The private sector in Lesotho faces serious constraints holding back its ability to grow. Garment factories, owned by East Asian interests, and exporting to the USA, dominate the private sector. However, there are few linkages to the rest of the private sector, and thus little diffusion of managerial and technical know-how or skills, despite the fact that some of these factories have been in Lesotho for nearly two decades.

The constraints to growth are well documented, and there have been several studies of late that have helped to determine their exact nature and scope. Enterprise skills are weak, as is institutional support to the private sector. The representative organizations such as chambers and associations are small and have very limited capacity to assist their members. The situation is made worse by fragmentation. Private firms are also adversely affected by the high HIV infection rate in Lesotho.
