TERMS OF REFERENCE
FOR
PRODUCTION OF A PSC PROJECT MID-TERM DOCUMENTARY
Background
The PSC project is a 5 year World Bank funded initiative
whose primary objective is to facilitate increased private
sector investment by improving the business environment and
diversifying sources of growth in Lesotho. This objective is
being achieved by reducing the cost of doing business;
strengthening the linkages and integration of the Lesotho
economy with the regional economy; strengthening support for
technical and business management skills thereby improving
productivity at firm level, and improving access to finance
for MSMEs.
PSC project interventions are defined in the Project
Implementation Manual (PIM) running from 2007 to 2012. These
interventions are focused on two core components and seven
sub-components namely:

The PSC
project seeks to respond directly to Lesotho’s
development challenges as articulated in the Poverty
Reduction Strategy through private sector-led
economic growth.
To document project implementation progress and
challenges, the PSC project wishes to procure the
services of a highly skilled individual to produce a
documentary film to be screened at the mid-term
review stakeholder workshop in June, 2009.
Objective
The
objective of the consultancy is to produce a
documentary film on the Lesotho Private Sector
Competitiveness Project (PSC project) activities and
impact at mid-term (2009).
Tasks
-
Review all materials including reports and
project documents in order to understand the
nature of the project’s work and interventions.

Consult with the project management team,
project beneficiaries and other stakeholders to
establish the impact of the project’s work.

Identify and propose in close collaboration with
M&E specialist, a structure for the documentary.

Deliver a script and documentary outline for
comments.
-
Produce documentary film of not more than 20
minutes.
-
Present the documentary film to the PSC project
for comments.
-
Finalize the documentary film incorporating the
comments arising from presentation to the PSC
project team.
Deliverables
-
An
inception report and work plan demonstrating
that the consultant fully understands the
assignment.

A
draft script of the documentary for comments
by PSC project.
-
A
20 minute documentary film
-
A
presentation of the documentary film to the
PSC project management team.

A
final documentary film.
Reporting format
-
All submissions must be on DVD format.
-
Film should also be on a soft copy flash
media accessible on the website online.

All submissions should be in English.
Requirements
-
At least five years working
experience in documentary/film
production (compulsory).
-
Additional experience in development
communication and mass communication
will be an added advantage.
-
Previous assignments of the same
nature with similar projects are an
added advantage.
-
Ability to start immediately.
Submissions
-
A covering letter and
demonstration of capability as
well as evidence of past
experience in undertaking
similar assignments (three most
recent CDs or DVDs) of similar
assignments done.

At least three previous clients
and their contacts.
-
Combined technical and financial
proposals in a sealed envelope.
The technical section should
highlight how the consultant
proposes to undertake the
assignment, while the financial
section should present the
quotation.
Proposals in sealed envelopes
marked “PSC Project Documentary”
should be delivered to the
address below not later than
13th February 2009 at 14:00hrs.
