Implementation of Star Grading System for Accommodation Sector: Lesotho

The Government of Lesotho with financial assistance from the World Bank intends is to finance the assignment described below.

Description of the Assignment

To assist the Lesotho Tourism Development Corporation (LTDC) to implement a designed Star Grading System for accommodation sub-sector. The institution is expected to (a) implement an independent process and develop capacity for a sustainable grading system, (b) ensure high standards of service delivery in the accommodation establishments and (c) ensure that accredited operators conform to international standards of service.

Organization and Implementation Period

The LTDC Chief Executive has overall responsibility for this assignment. Technical supervision of the services will be provided by the Head Investment Promotion.

It is expected that the consultancy will take a period of 6 months starting from February 2011 with a possibility of extension.

The consulting firm is expected to deliver the following:

• Inception report

• Work plan

• Reviewed Tourism legislation in support of the system

• Reports on private sector sensitization workshops

• Grading Implementation Structures

• Collateral material and training report for the assessors

• Assuagement and counseling reports

• Continuous progress reports on the grading system

• Database of Graded Facilities

The Government of Lesotho now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Firms will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
