REQUEST FOR EXPRESSIONS OF INTEREST
Strategic Plan for the Ministry of Tourism, Environment and Culture: Lesotho
 

The Government of Lesotho with financial assistance from the World Bank intends to finance the assignment described below.


Description of the Assignment

The services include development of a 5 year strategic plan for the Ministry of Tourism, Environment and Culture (MTEC). The plan is intended to provide the required strategic direction to the Ministry over the next five years (2012-2016). The strategic plan will also include time-bound and costed action plans for various MTEC departments.

The consulting firm will also assist MTEC in setting policies and identifying programmes that will make tourism a catalyst and engine for protecting the environment especially on climate change adaptation, preservation of culture and heritage for local economic development and poverty alleviation through local enterprise development.
 

Organization and Implementation Period

The Principal Secretary of the MTEC has the overall responsibility on behalf of the Ministry for this assignment. Technical supervision of the services will be provided by the Head of Planning Division through multidisciplinary sectoral body.

It is expected that the consultancy will take a maximum of forty (40) working days, over a period of two (2) months. The consulting firm shall develop a project schedule specifying key dates for activities to be carried out, milestones and dates for the submission of project deliverables.

The Government of Lesotho now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Firms will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
